The market got this one badly wrong. Going into Tuesday's primary, Francesca Hong was priced near 95% to be the Democratic nominee across every exchange that listed the race. David Crowley won it. The Milwaukee County Executive, priced in the low single digits on a book that turned over $10.4 million in its final 24 hours, is the nominee; Hong finished second.
The margin books tell you how close it was: Kalshi's margin Categorical has settled on Crowley by 0–3 points at 99.5%, and his vote-share ladder puts him between 35% and 40% of a fragmented ten-candidate field. A recount market is live and prices one at just 2.5%.

The Democratic nominee book as it finished, beside the margin-of-victory Categorical that is now the most-traded live book on the race at $291k/24h. Hong at 95% into election day; Crowley by under three points. The second-place book has Hong at 99%, confirming a straight two-way finish out of a ten-name field.
Kalshi, Polymarket and Manifold all price the November 3 general, and they agree closely: Crowley 76.5% / Tiffany 23.5% on Kalshi, 77/23 on Polymarket, 79% Democratic on Manifold. Kalshi's book carries $255k a day, and notably $165k of it sits on the Tiffany leg—more turnover on the underdog than the favorite, the same pattern that preceded the primary miss.
Crowley's and Tiffany's direct legs on Kalshi's general-election book, then Manifold's independent read and the November margin ladder. Manifold prices Democrats at 79%, about two and a half points richer than Kalshi—the same direction of disagreement Manifold carried on the primary, where it was also the exchange most confident in the consensus.
- A 95% favorite lost. Hong was priced near 95% on a $10.4M book and finished second by under three points. Whatever the market was reading—endorsements, name recognition, polling that did not exist—it was not turnout. This is the single largest resolved mispricing in the 2026 primary calendar so far.
- The volume was on the wrong side, and it still is. Kalshi's general-election book turns over $165k a day on Tiffany against $90k on Crowley, despite Crowley pricing at 76.5%. Heavy flow on the underdog leg is exactly the configuration that preceded Tuesday.
- Crowley won with 35–40% of the vote. A ten-name field with no runoff means the nominee carries a plurality, not a majority. Whether that fragmentation costs him consolidation in November is the live question the general-election book is pricing.
- Manifold is the most confident exchange again. It has Democrats at 79% against Kalshi's 76.5%. It was also the most confident on Hong. Treat the gap as a caution flag rather than an arbitrage.
- The margin ladder is unformed. Kalshi's November margin book prices Democrats 1+ points at 77% and 7+ at 57%, on under $7k a day. It will not be informative until October.
- Recount risk is priced at 2.5%. Low, but not zero, on a three-point margin. It settles September 8; until then the nominee book is technically still open.
- Cross-reference the national picture. Wisconsin is one of the marquee governor races on the board—read it against Ohio and California.
